what is the essential difference between retail and business banking?
If retail banking deals with individual day-to-day customer then what does business banking involve? Are they closely interrelated?

"Business Banking" tends to work with small-to-medium sized enterprises (SMEs). Business banking does all the things that retail banking does but adds the following things:
1) More services. Business Banking includes things like more treasury services, revolving credit, merchant credit, cash management, group insurance, corporate cards and secure Internet banking (e.g. server-to-server).
2) Better rates. Since SMEs bring in more money, they tend to get better rates than the retail banking customer, who tends to need lots of maintenance compared to their deposit sizes.
Retail, SME and corporate banking customers use the same infrastructure, but the sales platforms tend to be different to cater to their specific needs.

I have been an unlicensed financial specialist at Wachovia and have mortgage and real estate experience as well. I applied at UBS and Merrill Lynch and am wondering what other firms have a financial advisor development programs? I have a bachelors degree but no investment banking experience so I figured one of the big boys is a good place to get my feet wet.
Have you tried to search the internet for "financial advisor development program"? I did and there are thousands of relevant links. I would also add my city in the search if I were you. Also, asking people with similar background to you what they would do in your position can help! Good luck!

In the state of Illinois is it legal for a retail banking institution to open a home equity line of credit for
a customer, if an the customer already has an existing line of credit open with the same bank but it has a zero balance? The problem being my brother who had my mother's POA opened a second home quity line of credit for our mother without closing the existing line of credit, therefore leaving two liens out there of the property. Was that legal for the bank to do so?
Yes, there are no limits to how many liens can be placed on a property.
Edit: If anything it would be more of an issue for the title company than the bank. But having 2,3, or even 4 liens isn't unheard of.
