I asked my bank and they are not quite sure themselves...so much for customer service.
It does say on their website that you can withdraw money from outside country but only in some places....still not helpful.
I doubt it. Ask the bank.

How safe is internet banking in the uk?
I know hackers use all kinds of insidious means, like keystroke recording cookies etc. to try and get pin numbers and passwords off pc's. Is it safe to use internet banking from home then?
I don't think there is a clear yes-no answer. But, software can wind up on any PC that will record you keystrokes and send that data to someone. Odds are low, and if you have good software to protect your self it is unlikely to occur.
In the US there is no law that requires banks to "make good" losses customers suffer this way although they currently do.
But, that might not be the case in the UK. If someone via the net installs software on your machine connects to the bank and transfers your money to never never land you might have a VERY hard time making them believe that it was not you.
It's one thing to have your credit cards impacted this way it quite another to have your bank account looted even if a few months later it's corrected.
If the bank connection requires a different code every time you dial in (there are methods like this ) then I'd say it's OK, otherwise NO.
By the way I've talked to several different banks officers trying to determine if there is anyway to not allow any electronic transfer of funds out of my account, no luck.

Yes. If you want to do something shady, go to a coffee shop that has a wireless computer set up or use a pay phone or prepaid cell. If you use a prepaid cell don't make any personal calls on it.

Bank capital rules uncertainty sets up market for an anxious week of waiting Telegraph.co.uk
This prospect of more uncertainty, with speculation growing that the new
capital ratios required will be higher than originally expected, made for a
volatile day of trading, with the STOXX indices of European bank shares
falling 1.5pc, while gold prices rose on fears over the health of the

Current expectations are for a doubling in core Tier 1 capital ratios from 2pc
to 4pc, while the minimum Tier 1 capital requirement could also double to
8pc.
Reports in the German press suggest the requirements for banks could be even
higher, with Die Zeit saying that a Tier 1 ratio of 9pc was possible,
as regulators look to ensure that the financial industry maintains adequate
buffers against potential future losses.
Implementation of the rules is expected to be allowed over several years to
prevent the glut of new bond deals that would crowd the market if banks were
forced to raise new money all at the same time.
